The two games cover different scopes. War of the Ring starts in Rivendell and ends with the destruction of the One Ring (or the corruption of the ring bearer, or military domination). Fellowship of the Ring starts with 5 hobbits in the Shire with the Ringwraiths closing in, and goes until the fellowship is dissolved.
