Yes. There are two hooks that hold the the main bungee string on the back side of the panel. Pry open slightly the hook on one side with a flat head screw driver while grabbing and extending the bungee string from the end that has a metal end cap. Do this to each end. Make a knot on each end so that it does not come loose.

If you pull the side plastic cover and look towards the front of the frame you will find a square head fitting. With a drill and the right square bit you can move the seat no problem. See pics. NOTE: To remove the head restraint, raise it as far as it can go. Then, push the release button and the adjustment button at the base of each post while pulling the head restraint up. Seatback angle may need to be adjusted to fully remove the head restraint.
