Workshops cost around 13-14k. Check the connected villages and see what they produce. If you can trade (town) the hammer icon to left tells you what workshops are already there. Check the trade menu and see what they have a lot of (wood, grapes, etc). Should give you a good idea of what to build.
Here are some of the best things to do when not at war in Bannerlord: Make money. Improve relations with villages and notable NPCs in settlements. Improve relations with lords and ladies you might wish to recruit in the future. Recruit and train new companions for clan roles. Recruit and train new troops for party and garrisons.
